COMPETENCIES
Acquisition Management Support
• Program Management
Plan, organize and assist in managing critical aspects of the development, production and/or deployment of systems, subsystems, and equipment. Assist in the coordination and integration of engineering, contracting, financial management, configuration management, test, manufacturing and integrated logistics support disciplines to ensure effective implementation of program direction within cost and schedule constraints.
• Test and Evaluation Management Support
Design, plan, execute and analyze test requirements to demonstrate and verify functional compliance with development and operational parameters—across the life cycle of a weapon system or subsystem. Coordinate across development and operational test organizations, AF/TE and/or DOT&E to ensure seamless planning and execution of test requirements.
• Acquisition Logistics Support
Plan organize and execute a spectrum of specialized acquisition logistics and sustainment support activities to enhance “cradle-to-grave” management of pre-production and fielded weapon systems or subsystems. Capabilities span Source of Repair Assignment and Depot Maintenance Activation Working Group support, provisioning and supply support, updating and/or preparing technical orders and time compliance technical orders, maintaining technical data packages, and comprehensive logistics analyses.
• Subject Matter Expert Support
Provide niche/specialized expertise across the life cycle of programs to include strategic and business planning, integrated master plan/schedule development/analysis, organizational assessments, acquisition strategy development and comprehensive program/contract evaluations.
• Administrative Support
Generate and implement office procedures to ensure seamless execution of administrative requirements in a professional workplace environment. Support planning, formulation, editing, and publication of finished program documents, reports, and briefings using appropriate software applications.
Specialized Management Support
• Contracting Support Services
Translate programmatic requirements into complex contract documentation (i.e., model contracts, modifications, Requests for Proposal, etc.) through an in depth knowledge of special terms and conditions, clauses, and provisions. Support creation of documentation using automated contracting systems.
• Financial Management/Comptroller Support
Plan, organize and oversee budget execution (to include variance analysis) to comply with OSD-defined standards. Support cost estimate development through coordination across multiple functional teams, and integration of innovative acquisition strategies.
• Manufacturing Support
Plan, organize and integrate manufacturing and quality assurance provisions into acquisition strategies and contract documentation. Support oversight of development and production programs to ensure related provisions are incorporated into emerging designs, and that fabrication, assembly and/or modification lines comply with industry standards and contract requirements.
• Operations Research Analyst Support
Apply operations research methods, statistical processes and mathematical techniques to analyze acquisition logistics problems associated with developmental or fielded weapon systems. Employ in depth knowledge of appropriate software applications to complete analyses and document results.
Professional Engineering Support
• Systems Engineering
Develop and translate program requirements into system and/or sub-system specifications to support design, fabrication, qualification, and test requirements. Monitor development and maintenance of functional and physical baselines to ensure that designs and upgrades, and subsequent laboratory and/or flight testing conforms to specification(s).
• Configuration/Data Management Support
Support range of hardware and software configuration, contract/engineering data, and deficiency report management processes in support of developmental, production or fielded systems/subsystems
